How well-policed is the Plenty and the farms therein? Will Rakvald/Jim be able to hide strange voices coming from his basement? Also, I wanted to see about developing a university or something similar for Quacia, but with a twist. Where other universities emphasize learning and teaching, this one emphasizes innovation, pushing the envelope, and just accomplishing things.

Plenty is moderately policed due to the importance of it. There are continual patrols, but there is no aggression unless criminal activity (or more importantly, something to endanger Plenty or the food) is suspected.

Strange voices from a basement is slightly vague... if there is screaming or cries for help, someone is bound to eventually come around to check up on it. However Rakvald/Jim handles this though, is up to him. That's something you might want to consider posting about in the Plot Notes Request for a specific scenario to self-mod!

As for the university, I'd suggest posting in the Development Discussion Thread about what you're thinking and to work out ideas there about it. The Theocratum and The Guilds often fund education in Quacia, so whatever the University does - it will likely want to be in the good graces with them as well as the monarchy.

Where can I go to read up on the structure of the Dragoons since they initiated the draft. Or, if it hasn't been hashed out yet, could I pick your brain Strange on the areas that would be most pertinent to Toothpick as he stands now in the new recruit stage? I'm most curious about the divisions within the Dragoons, as well as the squad structure at the lowest levels.

There is no current write-up for the new military structure of the Dragoons. However, it is also open to player development if you'd like to build a division and structure around what might work best for Toothpick and the story you're interested in playing.

Most likely the structure is a bit chaotic as the level of growth is unprecedented due to the draft, and it might be a bit chaotic with the upper levels just trying to keep things more-or-less in an orderly state. As a general assumption, there is likely a strictly Infantry division of drafted soldiers - from which they get moved into more specialized divisions depending on if they get noticed for something specific (an ability/skill/etc).
