Alternate set of numbers to kick around. What if the base price was the square of the tier level? That would make it easy for low tier players to start something aimed at their peers and harder as the difference goes up. Or to make things really simple, just charge a flat fee based on the tier of the player.

If we want to go simple, I like this concept. I think it's a viable alternative. If we wanted to go with charging a flat fee though, I think it would be better to charge the fee based on the tier of the business' target customers, rather than based on the PC's tier.

Tunawa Starter Package (First Draft)
First Draft on the Tunawa's starter package. Thoughts?
Introduction:
A pack designed for those players that wish to have their Tunawa characters to be raised and live near the Ojogbon Tree. Should a player wish to have their Tunawa character start elsewhere, then it is suggested to take another Starting Package better suited.
Housing:
A tree, underground, or cave dwelling or room of up thats size is based on the size of the Tunawa character (suggested size 5 by 5 square feet and one and a half feet tall for a 6” tall Tunawa) of wood, dirt, or stone. Housing includes a chest, bed, four chairs, one table, four eating knives and forks, a set of four plates (assorted), a bookshelf, and four glow-lamps (enchanted jars with essence of firefly).
Note: Housing may be forfeited to gain an additional 100 gn. This does not include the 100 gn you start with. In which case, a character MUST rent housing. (Players that wish to start out homeless cannot forfeit housing that they are not entitled to.)
Wealth Tier:
When choosing this Starter Pack you are at Wealth Tier 5 (or below if you choose). This must be noted on your CS. Whichever Wealth Tier you start on, you have the minimum Wealth Points for that Tier.
Starting Items:
You may have any items from your Wealth Tier or below upon startup - this includes clothing and furniture, but please note the restrictions on number etc per category. Please also note that, since you start with the minimum number of Wealth Points in your Tier, if you choose to buy anything using Wealth Points you are forcing your pc down a Tier automatically.
As a Tunawa character, you also have access to the following:
- 1x Ojogbon Weapon or Instrument
- 1x Mount (Small Animal)
- 1x Set of Mount Riding Gear (Includes: leather saddle, halter, reins, and stirrups).
Heirloom Items:
You may have ONE item at up to TWO Wealth Tiers above your own as part of this Pack. However, this can not be sold or given away and must be of emotional or practical significance to your PC.

Mer Starter Pack
First Draft of the Mer Starter Pack.
Introduction:
A starting package designed to help players whose choose to create a Mer character. Since the Mer race faces unique circumstances that land based races do not need to worry about.
Housing:
A Mer PC may either choose to have a grotto or sea cave within the territory claimed by their tribe or one close to the shore of their chosen area to begin. It is assumed that this home will be chosen near an area plentiful with fish. Beware, if you're too close to shore it's likely your spot might be poached by local fishermen.
In addition to normal “seabased” furniture, a Mer will also start with the following for their Home:
- 2x Underwater Scent Traps (Simple Pouches, designed of seabased materials that house unappetizing predators pheromones that diffuse the water around the home). These traps are used to ward off water based predators and the material inside must be replaced every few trials.
- 2x Sea Barrels - Especially well crafted and lightweight, these barrels seal objects and prey inside without leaving a scent trail for a predator to follow. Easily hidden under the sand, the waterproofing seal lasts for years.
- 1x Airskin - Easily inflatable to allow a Mer to secure something hanging from a floating buoy. Some will fill them with air to release in case of attack for a momentary bubble screen or to use the force of the air to quickly propel them away from weapons or waiting jaws.
Wealth Tier:
When choosing this Starter Pack you are at Wealth Tier 5 (or below if you choose). This must be noted on your CS. Whichever Wealth Tier you start on, you have the minimum Wealth Points for that Tier.
Skill And Knowledges:
Considering their environment, a mer is uniquely exempt from many needs of the surface races. While the kind of mer created often has some bearing on what sort of package can be selected, this is meant to be an encompassing reward to beginning Mer.
A +10 skill points can be applied to Fieldcraft, in addition to all other skill points that are given as part of the normal Starting Package. In addition, one lore related to the Ocean terrain and another lore related to Fieldcraft will be granted to the starting Mer. [Put MP by skill points and lore to make it clear to graders]
Starting Items:
You may have any items from your Wealth Tier or below upon startup - this includes clothing and furniture, but please note the restrictions on number etc per category. Please also note that, since you start with the minimum number of Wealth Points in your Tier, if you choose to buy anything using Wealth Points you are forcing your pc down a Tier automatically.
As a Mer, you also will start with the following:
- 1x Weapon from Wealth Tier 6

- 200 Feet of Kelp Rope
- 2x Strapped packs- worn around the front and back, these packs allow a mer to carry objects on long journeys while keeping their hands free.
- 1x aquatic animal companion (Subject to approval from mods and can not be bigger than the character).
Pick one of the following:
- 1x Trapper Kit from Wealth Tier 5
- 1x Crab Cage from Wealth Tier 5
Or
- 2x Long Hook from Wealth Tier 5
- 1x Mer Hook Net (designed to capture prey underwater, the net ends cascade hooks which dig into the prey as they frenzy trying to escape, weakening them and aiding only in tangling them further.)
Or
- 1x Sea Crossbow or Harpoon Launcher from Wealth Tier 5
- 60x Crossbow Bolts or 20 Harpoons (Depending on which is selected)

Content wise, both packages look good to me. But I do have a couple of suggestions.
In the Tuniwa package, the first part of this sentence seems really awkward to me.

The sentence doesn't seem to be clear. Is this a reason why the Mer have their own starter pack?

Introduction:
The Slave's Pack is designed for any PCs starting out in slavery. It should be noted that any PCs who start play without this package and subsequently become enslaved will lose all coin and any items of monetary value but will not be entitled to claim the skill benefits of this package. It should also be noted that this package is not designed for PCs who were once enslaved but start out as runaway slaves.
Housing:
A slave will start of and be housed in one of the following three locations (Pick One):<ul>
<li>On a property owned and/or operated by the Slave Traders before being sold (City Specific)
<li>In Barrack styled building (Typically found for slaves who menial jobs I.E. Mines/Quarries, Big Farms, Logging, etc)
<li>On the property of the PC’s owners, which can be a PC or NPC (if owned as a personal slave). NPC owners MUST be approved through the PSF as an NPC. As well the owner must be listed on the CS of the Slave Character. </ul>
Wealth Tier:
When choosing this Starter Pack you are at Wealth Tier 1. This must be noted on your CS. Whichever Wealth Tier you start on, you have the minimum Wealth Points for that Tier.
Skill And Knowledges:
A starting slave PC may, as a result of the penalties on material items, take an extra bonus in one skill worth +10SP. These skills should reflect the type of work that the slave does as part of the job that the slave does for their owner.
Skills accepted for the SB are:
Agricultural Skills, e.g. Farming, Mining, Fishing or Gardening
Artisanal Skills, e.g. Candlemaking, Handwriting, Medicinal or Poetry
Physical Skills, e.g. Acrobatics, Dancing or Combat/Weaponry (only personal bodyguards or slaves enlisted into armies)
Miscellaneous Skills, e.g. Seduction
Instead of taking the Slave Bonus to a skill, the character can take fluency in a second language
In addition, the character can take two knowledges related to the chosen skill.
Starting Items:
Slaves start with no material possession outside of the following:
1x Set of clothing (From Wealth Tier 1)
1x Set of shoes (From Wealth Tier 1)
Some slaves owners will receive documentation from their city's slaving authority which states their explicit ownership of said slave. Also, depending on the city, slaves will be marked, most often on the right side of their neck. This mark may take the form of a tattoo or a brand.
Optional:
Restraints of some form may be considered to be property of the owner, but are to be added to the slave PC's Character Sheet, rather than the owner's, if applicable. These items include, but are not necessarily limited to, fetters, manacles, wall-attaching chains, cages and collars. There is no monetary restriction on these items, but they must be justified through the PC's history, role and the status of his/her owner

Thoughts: Overall I think its fine, nothing really jumps out at me as terrible, I think it'll work great for slave PCs and is similar to the current package. I only noticed a few little things that aren't a huge deal really and don't even necessarily need to be changed.
- "Whichever Wealth Tier you start on, you have the minimum Wealth Points for that Tier." this part in the Wealth Tier section just doesn't make sense to me? If a slave has nothing they don't have a choice aside from 0wp at tier 1 or does this mean a slave could make more WP at their tier?
- The breakdown for the additional skills slaves are entitled to seems redundant because it basically makes it any skill so long as it's part of their job but it also makes for clarification so I'm torn on whether it seems necessary or not to have it all listed.
- Just for the sake of flow, I feel these two lines should be switched
- "like Instead of taking the Slave Bonus to a skill, the character can take fluency in a second language"
- "In addition, the character can take two knowledges related to the chosen skill."
- "A slave will start of and..." this section in Housing I'm pretty meant to be "start off..." instead of of

So, would appreciate constructive feedback here on what everyone thinks of this system here... here it is it's just the overview of rules at the moment. Thoughts?

Why does a tier 10 ship cost more to someone at tier 1 than it does to someone at tier 5? Shouldn't the price be the same?
Also, why do the numbers for purchasing ships with wp follow the patterns they do? For example, tier 1 follows 5 10 15 20 30 40 50 65 85.
This description wasn't very clear to me and I had to read it multiple times to figure out what (I think) you meant. But let me summarize and see if this is what you intended?For the purposes of this section, the number of items you may purchase is limited in the following manner. If the vessel you are purchasing is at your Wealth Tier, then you may buy 1 per Arc. No matter what Wealth Tier you are at, a boat is a major investment. For vessels below your Wealth Tier, you may buy 1 + 1 for each Tier below the item is, but unless the vessel is more than four Tiers below yours, this is instead of your once an Arc purchase.
