Kura clarified the situation with her office and her staff and Zana nodded her thanks. She said nothing more, because nothing more needed to be said. There was, however, more to be said on a census. "I am entirely unclear why a census is a good thing," she said. "It will take time and resources and what will it give us? Realistically, the person who represents the area is able to give us numbers, information." She was beginning to see the issue here, Zana believed. "It won't take the Council to do it, the representatives can. And, if there is an area with the required number of people? They can come forward with evidence."
It made sense to her. Rand then spent a lot of time talking and Zana mostly zoned out. She wasn't interested in his yipping about military matters. As for the idea of a vote in Vhalar, Zana spoke softly. "I don't believe it needs a vote, in Vhalar or now," she said. "Isn't the military your concern? If the Barony on Faldrass wishes to offer volunteers, is that not up to you to deal with?" She smiled at Rand as he spoke and she added. "And I believe it's Baron Baer, not Mister."
In terms of the census, Zana had a question. "If we decide to move ahead with a census, what is the actual gain and how many resources and how much time would it take? I believe it should boil down to that." Why did they want to count the little people? It really wasn't important. She nodded at Linca's suggestion. That seemed much more sensible to her than all this faffing about.
And then, Leigh Birch spoke to her. Zana listened with a calm expression and her ice blue eyes did not deviate from looking at the woman who thought that she had some reason to argue. Zana waited until Leigh had finished and then she replied. "If you genuinely do not believe that anyone has come before the council and not been listened to you are either deliberately deluding yourself, or you are terminally stupid," she managed to say that with a smile. "I have observed it, in this meeting alone. While my proposal was obvious and clearly stated, you have a responsibility to fully listen to the complicated thoughts and suggestions, not just the obvious ones." Zana's expression demonstrated her irritation at the flagrantly stupid woman in front of her.
"With all due respect which, honestly, is not very much at this moment, the fact that proposals require discussion is obvious - yet there was no discussion here. There was simply a no vote, a not-happening answer. People were ignored. Both Mr Morandi and Baron Baer were, fundamentally, ignored. If they required discussion, there was none." Zana was more than a little irritated by this woman who believed that she had the right to express an opinion. " I believe that you perhaps need to remember that you are here to serve the people, not for them to serve you." Leigh needed to learn her place, Zana thought. "If you don't believe someone has come before the Council and not been listened to, you aren't paying attention. As for assisting Council Member Nir'wei and yourself in coming up with a proposal?" Zana's lips pursed together. "You are the representative of Scalvoris Proper. Council Member Nir'wei is Natural Affairs. Frankly, it seems to me that how we handle proposals should be something discussed between all council members. In the open. Not in a secret meeting, not in a closed meeting between two people. If it needs a specific meeting, or a group memo to be discussed, lets do that." She gestured to the room "Make the date, have it here. Anyone who wants to discuss it can do. All council members, any citizen. Imagine that, dear heart, the idea that the solution is in people being listened to, not in you deciding for them." She shook her head and dismissed Leigh as not worth her time.
Woe said that he might put forward a report and then Kura spoke. Zana was relieved, in fairness. She genuinely had started to think that this Council was a group of narcissistic imbeciles. Kura spoke to Woe and gave her thoughts. Zana spoke then. "I second the nomination," she said. "And, whilst I understand that there is a reason for privacy here, I wish to make my vote for this issue public. I vote yes, that Mr Morandi be offered the role of Egilrun representative. He has given a lot to Egilrun, I understand and frankly it's better to have someone in the role than to have a vacuum." Looking around the room at the council members present, she gave her opinion as she always would. "If you're voting based on whether you like him or not, you should reconsider your own role. The people of Egilrun want him in place, that's obvious. He has volunteered to do it and he has given a lot to Egilrun. It's the choice between 'no, we hear everyone, honestly we do. Really, really, no matter the reality, it's an open forum with secret meetings' as suggested here, or it's actually a case of "this is the time and this is the place where people want to elect their representatives", they have represented that person and we need to get on board. " Zana gave a delicate shrug. "Come to that, I'm sure that the last Egg was very popular. It's still sounding like she was a traitor. We don't need popular, we need efficient and effective."
As for Woe and his personal crisis, Zana looked at him and raised a single eyebrow. "If it's a crisis, Mr Morandi, then it's urgent. If it's urgent, you can't be here. You are here, so it is not urgent. If it is not urgent, you can arrange things. Do that, or do not. My vote stands. I second the nomination." And that was that. She had no interest in any of the nonsense Leigh or Nir'wei were spouting. She'd bet her life that they had both given a lot of words in the last few meetings and absolutely nothing in terms of action. She knew those types.
