Kura clarified the situation with her office and her staff and Zana nodded her thanks. She said nothing more, because nothing more needed to be said. There was, however, more to be said on a census. "I am entirely unclear why a census is a good thing," she said. "It will take time and resources and what will it give us? Realistically, the person who represents the area is able to give us numbers, information." She was beginning to see the issue here, Zana believed. "It won't take the Council to do it, the representatives can. And, if there is an area with the required number of people? They can come forward with evidence."

It made sense to her. Rand then spent a lot of time talking and Zana mostly zoned out. She wasn't interested in his yipping about military matters. As for the idea of a vote in Vhalar, Zana spoke softly. "I don't believe it needs a vote, in Vhalar or now," she said. "Isn't the military your concern? If the Barony on Faldrass wishes to offer volunteers, is that not up to you to deal with?" She smiled at Rand as he spoke and she added. "And I believe it's Baron Baer, not Mister."

In terms of the census, Zana had a question. "If we decide to move ahead with a census, what is the actual gain and how many resources and how much time would it take? I believe it should boil down to that." Why did they want to count the little people? It really wasn't important. She nodded at Linca's suggestion. That seemed much more sensible to her than all this faffing about.

And then, Leigh Birch spoke to her. Zana listened with a calm expression and her ice blue eyes did not deviate from looking at the woman who thought that she had some reason to argue. Zana waited until Leigh had finished and then she replied. "If you genuinely do not believe that anyone has come before the council and not been listened to you are either deliberately deluding yourself, or you are terminally stupid," she managed to say that with a smile. "I have observed it, in this meeting alone. While my proposal was obvious and clearly stated, you have a responsibility to fully listen to the complicated thoughts and suggestions, not just the obvious ones." Zana's expression demonstrated her irritation at the flagrantly stupid woman in front of her.

"With all due respect which, honestly, is not very much at this moment, the fact that proposals require discussion is obvious - yet there was no discussion here. There was simply a no vote, a not-happening answer. People were ignored. Both Mr Morandi and Baron Baer were, fundamentally, ignored. If they required discussion, there was none." Zana was more than a little irritated by this woman who believed that she had the right to express an opinion. " I believe that you perhaps need to remember that you are here to serve the people, not for them to serve you." Leigh needed to learn her place, Zana thought. "If you don't believe someone has come before the Council and not been listened to, you aren't paying attention. As for assisting Council Member Nir'wei and yourself in coming up with a proposal?" Zana's lips pursed together. "You are the representative of Scalvoris Proper. Council Member Nir'wei is Natural Affairs. Frankly, it seems to me that how we handle proposals should be something discussed between all council members. In the open. Not in a secret meeting, not in a closed meeting between two people. If it needs a specific meeting, or a group memo to be discussed, lets do that." She gestured to the room "Make the date, have it here. Anyone who wants to discuss it can do. All council members, any citizen. Imagine that, dear heart, the idea that the solution is in people being listened to, not in you deciding for them." She shook her head and dismissed Leigh as not worth her time.

Woe said that he might put forward a report and then Kura spoke. Zana was relieved, in fairness. She genuinely had started to think that this Council was a group of narcissistic imbeciles. Kura spoke to Woe and gave her thoughts. Zana spoke then. "I second the nomination," she said. "And, whilst I understand that there is a reason for privacy here, I wish to make my vote for this issue public. I vote yes, that Mr Morandi be offered the role of Egilrun representative. He has given a lot to Egilrun, I understand and frankly it's better to have someone in the role than to have a vacuum." Looking around the room at the council members present, she gave her opinion as she always would. "If you're voting based on whether you like him or not, you should reconsider your own role. The people of Egilrun want him in place, that's obvious. He has volunteered to do it and he has given a lot to Egilrun. It's the choice between 'no, we hear everyone, honestly we do. Really, really, no matter the reality, it's an open forum with secret meetings' as suggested here, or it's actually a case of "this is the time and this is the place where people want to elect their representatives", they have represented that person and we need to get on board. " Zana gave a delicate shrug. "Come to that, I'm sure that the last Egg was very popular. It's still sounding like she was a traitor. We don't need popular, we need efficient and effective."

As for Woe and his personal crisis, Zana looked at him and raised a single eyebrow. "If it's a crisis, Mr Morandi, then it's urgent. If it's urgent, you can't be here. You are here, so it is not urgent. If it is not urgent, you can arrange things. Do that, or do not. My vote stands. I second the nomination." And that was that. She had no interest in any of the nonsense Leigh or Nir'wei were spouting. She'd bet her life that they had both given a lot of words in the last few meetings and absolutely nothing in terms of action. She knew those types.


All fur coat, no knickers.

And so, she looked at Woe. "I think it's decision time, don't you?"

And they listen to me when I talk

Darius was glad he took the opportunity to clarify his position. It would have been unfortunate for the safety of Scalvorian waters to be jeopardised by a single turn of phrase. He hoped that the councillors would look at his proposal at a high level first, before getting tangled in the minutiae.

But that message risked getting lost amidst all the other "communication" that was going on: the Albarech declining to divulge information out of an appearance of sheer inconvenience; and the Councillor of Natural Affairs cursing at another person in the gallery.

To Darius, it all just seemed so...unprofessional.

And then Zana arrived.

Quite where from, Darius wasn't sure. And, beyond the undeniable fact that she was incredibly beautiful, there was little he knew about her. But it wasn't her indubitable attractiveness that caught the Scalvorian by surprise, but her words. She brought civility back to the meeting, while also making it known that those who were bringing proposals deserved to be listened to.

Darius felt heard.

The change of tone that Zana's statements brought to the room gifted Darius the confidence to address the points that Rand had raised.

"These are fair matters to discuss," the Scalvorian acknowledged. "Whether they are considered privateers or a militia, they will need a clear remit, and some form of training. I think your suggestion to involve the Elements for this purpose is a good one."

He paused, letting his matter-of-fact tone match that of the Miitant's.

"As to the location of the fleet, the von Smooglenuff Barony itself is on Faldrass, as are the settlements. It was also on the Faldrassian coast where pirates were raiding, so I think it only makes sense that if we must start somewhere local, we start there."

He looked briefly back towards the gallery, where many of his fellow Scalvorians were seated.

"But I would like to stress that it is my desire to have all of the Hollow Sea protected, and I would like to think that my past endeavours have proven that I serve all of Scalvoris."

He sent a brief glance in Linca's direction. The Havardreen knew more than most that Darius Baer was prepared to be fight for all Scalvorians, regardless of which locale they called home.

"As for the fleet, though it is little, it is fierce.Couldn't resist a Shakespeare reference! My flagship is a brig called the Libertalia - perhaps you are familiar with the name - and the Sunburst is the pirate sloop that we captured and repurposed. Two such ships and a handful of longboats were more than enough to hunt down Breachfang."

Another glance was sent in the Havardreen's direction. The councillor had said he would support Darius' claim, and there was hope that he might yet do so.

"The fleet is deliberately small at this stage. The von Smooglenuff Barony is considering adding to is, as am I. Existing ships can be purchased, or new ones commissioned. But I think it would be premature to do so until the council makes a decision on its usefulness."

He turned, then, nodding deferentially to Zana.

"The suggestion of a meeting between myself, Mr Morandi, and any interested councillors is a good one. It would give everyone an opportunity to go over details, such as what remit a fleet might have, where it can patrol, and how it is to be funded."

One last glance was sent, this time in the direction of Shania as he mentioned finances. When he next spoke, he raised his voiceInner Voice ever so slightly, to ensure that he could be heard by everyone present. He kept his tone polite, but he was naturally interested to know how those in the gallery might respond.

"If such a meeting was arranged, I would happily attend, especially if it means possibly making the Hollow Sea safer for all Scalvorians."

Language, young lady!

Oram sighed and listened wearily. He wasn’t on the verge of dozing off as he had been the previous cycle, yet he found himself wishing that he had been. There always seemed to be a needless amount of rancor and snippiness at these things. Nir’wei was swearing like a sailor at Woe, Zana was calling Leigh Birch “stupid” and “deluded”.

When enough people had said things, he felt the need to speak his own piece. ”We set aside a couple breaks, on one trial each Cycle,” he began softly, ”to all meet together, to discuss a variety of complex, fussy topics, and to decide important things.” The hunter looked around the room at his fellow councilors. ”Could we maybe…not use up those precious breaks calling each other ‘stupid’ and ‘deluded’? Or chiding one another’s ‘fucking manners’? Or taking potshots at each other’s integrity?”

Oram shook his head dismissively. ”Enough of that. As to the survey: that would not be hard to do, especially if we’re only talking about identifying communities of at least a particular size, rather than trying to catalog every clump of farmsteads out there. Even without any major resources, covering the lowland areas of Scalvoris, even including the Sweetwine, and preparing a report by the next Cycle meeting wouldn’t be a problem for the Rangers, I don’t think. The mountains and the jungle might prove another matter; not only are their terrains harder to traverse, but the populations there may not be quite so approachable. A survey of the mountains might be something we could logistically piggyback off expeditions to the Vault and Slag’s Deep, but it would take some additional dedicated resources.” He shrugged. ”I can certainly have some numbers no later than the next meeting for those, and in the meantime we could just get started on the lowland areas and the Sweetwine, perhaps Faldrass as well. I’ve personally been looking for an excuse to explore the Badlands, to be honest.”

The Chief Ranger thought a moment about the other topics that had been broached. Some of them were topics he felt qualified to comment on, others not. He picked one to focus on: ”I think replacing Liza as Egg is long overdue, and would fully support inviting Woe Morandi to stand for that office again. As I reported earlier to this body, before I even became Chief Ranger, there are elements in Egilrun who welcome the current lack of engagement with the Council, who see it as an opportunity rather than a problem; I don’t want to see those elements grow in influence due to that lack.”

With that, he slumped back in his seat and waited for the carping, swearing, and name calling to resume.

Plenty was talked about in the meeting this Cycle, many things went by and were talked about. Some of them felt productive, some might go outside of this meeting and make a real impact. There was something amazing about that. Knowing that a discussion in a room of people would branch and grow like a flower, blossoming and eventually coming to life as envisioned, all because of the care and attention given to it by the people in this room and the citizens around that wanted their home to be a better place.

Yet every meeting there were always some underlying weeds that ruined what could have been a productive trial and left everyone feeling sour.

When Oram spoke of the meeting and asked if people couldn't waste the precious breaks calling each other names, taking potshots at one another or cursing Bao couldn't agree more. He nodded, polite as he always was, and a part of him considered leaving it there. But something in him couldn't. He would be betraying his dedication to Ziell if he sat by while people did the things they did. Peace was not only about war and conflict. It was a permanent thing, something that needed to be worked on in all aspects. Internally, Bao had always found some peace in himself and the teachings of Saoire. When disaster struck, Scalvoris had fought united, dedicating everything to peace. But somewhere in between, somewhere in these meetings, peace seemed to falter.

Once Oram finished with the rest of what he had to say, Bao raised his hand politely to show he was going to speak. "Forgive me for the bluntness of what I am about to say" he sighed softly, clearly bothered by something. "But going back to what Councillor Mednix was saying, I have more to add. Something that I imagine a lot of people are feeling and we should get in the open" he addressed the entire room. There were specific people that this talk was aimed at more than others, of course, but odds were they knew who they were.

As he spoke, Bao called on his mark of Xiur and allowed a Calming Overcast to take hold. It wouldn't sway opinions or control what someone thought, rather act as a makeshift way to give everyone time to calm down. "When Slag's Deep was in peril, and when innocent people were at risk, I saw us work together. A young girl and her father were saved from the Vault because of our collective work, the Forging happened because of our collective work, and many people that could have been hurt were instead saved. Because of the work of us all, Scalvoris as one united group."

"It was never easy. Myself and Councillor Mednix here worked side by side and saw a small fairy get killed. I went to the vault and I saw the family trapped there. Some of us didn't make it, and it was only because of the kindness and the work of others that we could save those that needed it. Even my own soul was carried back to Idalos by some of the people present here. But we did it," he smiled a warm smile and gave a friendly glance to Darius, remembering how relieved he was when they had finally saved the Island and Bao could return to a mortal body. "Scalvoris is at our strongest when we work together. But beyond that, when we think about others. I think that's something multiple parties have forgotten to consider this trial, and other meetings prior. Kindness costs us nothing. But anger can cost us more than it's worth to risk. It can hurt people and make us say things we wish we hadn't."

He looked to Woe, then Nir'wei. Then his eyes fell to Leigh for a brief second, before stopping on Zana. Bao smiled a genuinely warm smile. "You are right, and people need to be sure to listen. To you, to the others that felt ignored. If I have ever been guilty of not listening to the people here, then I am sorry, and I hope it's something we can all move past and improve on. But it causes more of a rift and makes it harder for people to work together if they are belittled. All I ask is that everyone remembers that. No more accusations, no more anger, no more ignoring each other. Otherwise, if I can be so blunt, we are wasting our time and we will get nothing done. Because change starts with us, inside. We can only control how we act. So we should do it in a way we can be proud of later."

With that said, Bao sat back down. "That was all I wished to add. As for the feeling people felt, Xiur granted me his blessing and it allows people to feel as if they have taken time to breathe and come back to the situation. I'm sorry if my use of it wasn't appropriate. But I believe we could and hopefully did all benefit from a step back" he nodded, allowing others to say what they wanted to, or to disagree with what he had done if that was their belief. He felt he had to speak, now. In the hope this was the last council meeting of this type.

It seemed, at least in one respect, that he'd been successful in providing some groundwork for future developments. Kura's words earned a firm nod - and Leigh's admission of interest certainly brought a sigh of relief. "Agreed, Madame Alberach." He did have to stop himself from just stripping the formalities and calling her Kura, for just a moment. Perhaps it was the final feeling of progress that made it so difficult to abide the restrictions of proper protocol. "Yes, the process won't be easy, but I firmly believe it's worth working through for the benefits that it could offer - and I'm willing to put in the effort to make it work. A proposal draft will be ready by next Council meeting," he assured, with a nod to Leigh. Wesley would cover the diary and reminders to make sure they could collaborate effectively, and with that sorted, he'd at least be able to show himself an effective contributor. At best, he might even get a little recognition as well.

If nobody else thought to rile him a second time - though he'd handled himself quite well, he'd thought. Of course the outburst wasn't exactly received positively, but he'd hardly done more than ask a perfectly reasonable question. One that Woe still hadn't answered. "Of course I apologise sincerely for the sudden outburst. I take full responsibility. It will not happen again." Quick. Curt. The longer anyone spent drawing attention to the brief issue, the more of a problem it would become. Especially since their discussion was soon overtaken entirely, mediated by Kura and Zana - and it was a sincere effort not to rise yet again at the suggestion they'd even entertain accusations of corruption. Against him. For wishing to talk to another Councillor without the invading eyes and ears of hundreds of complete bloody strangers. Suggestions that their thoughts were valid and worth voting and consideration, despite the fact that they were fundamentally flawed in ways he'd already explained in order to make sure they didn't just waste their time.

Zana seemed happy to throw herself into the ring, but she was welcome to - until she turned to him and suggested, quite firmly he felt, for him to share. Councillor Doran's opinions at least weighed in favour of his moral standing... but he had to admit, the piling suggestions made him grit his teeth, quite clear that he could no longer simply sweep it under the rug with a few choice words. "Councillor Zana and Councillor Doran's interest is appreciated. If they wish to hear more about it, and if they wish to be involved in some way, I would be happy to discuss such things with them as well. Behind closed doors." He turned to Zana specifically, doing his best to maintain a cool and collected manner. "As you said, Mr Morandi's idea is unlikely to have been plucked out of the air as he walked in. He has suggestions and considerations for how problems could be overcome, such that you'd be happy to write a full proposal on it. My idea, on the other hand, has been plucked out of the air in this very moment. Until I have had time to properly deliberate and discuss it with relevant parties to determine whether it is in fact a reasonable, viable strategy worth a proposal to this Council, I will not waste the Council's time bringing it forwards." A little emotion flickered as he glanced between both Councillors. "That is my reason for privacy; and I would think that when there is a stated wish for a matter to be private, it be properly respected, regardless of curiosity." He at least kept his tone light this time. Now really wasn't the time to be trying to chastise, not after the outburst.

Especially when things were beginning to feel heated somewhere else. In the back of his head, deep growls of irritation rolled like waves, crashing into his skull.

"The same reason that I believe in the discussion between myself and Councillor Birch. If you wish for every discussion, every proposal to be drafted in public and in the presence of every other Councillor here, respectfully, we would be sitting in this room all season. This takes time. Research. Discussion not only between the Councillors of this room, but with assistants, advisors, counsel. I trust in the people of Scalvoris to continue doing their jobs, and in turn, I hope that they will trust in us to do ours, without feeling it necessary to listen in on every conversation we have as though we might be criminals waiting to plot our next big heist." The discussion was grating. He tried to make it seem like it wasn't. The growls were growing louder. He ignored them.

He'd entered the room alone, sat on his chair alone. To everyone else, he was still alone - but to himself, and to Kura, there was now a wolf at his back. Cold's chin loomed above Nir'weis head. Eyes staring at Woe, that smile plastered on his face. "Back in the forest, if a rabbit disrespects you, you eat it." Cold's words in his head nearly made him bark a laugh, but not out of humour. "Things used to be much simpler." Cold missed that time more than most. His peace was the life he'd never had - the life of a real wolf he'd learned through Castile, through their long time together and the glimpses of wilderness between agonising stretches of human-stench. Times dreaming of vast, empty forests. Forgotten jungles. Farmland abandoned. Ruins of former habitats, villages, towns... "It could be simple again." There was something about the way he said it in Nir'weis mind that spoke of a different kind of peace. Hard-won peace, after a long and brutal conflict.

He shut the wolf out of his thoughts with a single, death-quiet command. "Leave." Cold didn't.

His attention was elsewhere, anyway. Apparently, everyone was very invested in Woe becoming Egg again. He didn't comment. Bao and Oram each had made sweeping statements, again including him. How many of them would have spoken out to defend him, he had to wonder, if he'd successfully stayed quiet and simply taken the stinging insult to his integrity on the chin with nothing to say? At that moment, it was beginning to feel more like it was just being repeated over and over so that everyone could at least say later that they'd made a comment about it, more than actually caring about the conversation. Especially since they were so happy to denounce it as unprofessional and vulgar, only to yet again support the person responsible. Partially responsible, at least. "The Hollow Sea safer... huh. I must admit, as both Baron and Councillor, I felt... unsure, if it would be appropriate if my voice was to be added to such discussions. However, I'd be delighted to attend, if that is alright. Making the waters safe for our own ships, frankly, should be of considerable priority, for quite a few reasons."

Time was drawing short, and the councilors knew it. They were making notes and lists of things that needed doing in the off-season. Some topics were settled, and others had discussions lingering.

In response to the Devout's inquiry about further information regarding Liza, Woe replied that he didn't have anything additional but that he was open to future specific questions regarding his knowledge of Egilrun.

The daughter of Delroth had questions, starting with why a census was even necessary. For that question, Shania poked up her head from her notes and replied. "Boiled down, knowing where people are and how many can allow us to be better informed when deciding on issues ranging from building military outposts to public services."

The requirements of membership to the Council still drew comments. Shania and Linca had said their bits, and the Albarech seemed to agree. Oram spoke up regarding the Rangers' ability to assist in identifying areas of specific size, which earned nods from the other councilors.

Zana had more to say on the matter to which Linca had a question, appearing concerned. "As we've already established, some more remote areas may not know that they are entitled to representation. Your version relies on people knowing that. How would you address that issue? I'm worried that we've not given developing areas the necessary tools and information." Sitting back in his chair, he waited to see if she or anyone else had anything to say about the matter.

"So, it seems we have two camps,"
Jo'ne began, "and the difference is who's gonna do the numbers. Foreign Affairs has a point about it being the task of the area who wants to be on the Council. It really should be their task, but the Havardreen has a point too." If she had an opinion on the matter, Jo'ne didn't offer it, highlighting that they needed to decide how things would go.

The related survey topic prompted a few more comments as well, mostly revolving around the actual need for it, who would do the work, and how it would manifest.

The Accountant nodded and made notes regarding Kura's desire for herself to be present at a future meeting regarding the survey. "If we push forward with it, I will be happy to attend, Madame Albarech." Enough people were discussing the matter that the rest of the councilors remained silent, listening to the back and forth and considering their own positions.

Their newest member, Zana, had another question. In terms of the census, what they were discussing was a new concept in terms of doing it, so many were uncertain of what it would take and decided not to attempt an answer. Shania, however, did answer. "If we combine a few different suggestions and ideas, theoretically, it wouldn't take much in the way of time or resources, especially if we take on Harvardeen's thought of spreading the work out over arcs. Some areas would be simple between tax documents and updated counts from people who'd know. For example, I'm sure Linca can tell us how many people are in Harvard." Looking at Kura, Shania bounced the question to her. "Madame Albarech, do you have additional thoughts on the Councilor's question?

The discussion had ceased on the matter of job descriptions, but whether that was because there were too many topics being bantered about and it got lost in the shuffle or others were unsure about taking the project on was unclear.

Zana and Leigh had exchanged comments regarding proposals and the concept of whether ideas were listened to. The Proper councilor was not known for engaging in pointed exchanges, but the new Foreign Affairs councilor's words came close to prompting such a response. However, if the woman were looking for a reaction, she wouldn't get it.

"By their very nature, "complicated" things take more than a public meeting to discuss and sort," Leigh said, glancing at Zana in a calm, neutral voice. "In my opinion, that's the meat of the issue here. What can we conceivably address and take care of in the short time we are here, and what would benefit from more time and collaboration? You propose more public meetings and discussions of matters, which is one way to address it. But that's also the problem – it's never been done that way before. That doesn't mean it can't or that there's no value to what you are saying, but we need to figure out how to address it appropriately."

Nir'wei stepped in then to address the same matter of discussion and meetings, which Leigh seemed to agree with, nodding her head. The others remained silent, curious about how some of the other councilors and Albarech would respond to what Zana had said.

Oram spoke up regarding the language the councilors were using with each other, and several councilors nodded their agreement to his words. Rand seemed to be mulling over something, on the verge of speaking but decided to hold whatever he wanted to say at the last minute, and the moment passed with deliberations continuing.

The issue of Darius Baer's proposal came back around. Zana's comments to Rand were taken with a curt nod and firm reply. "Indeed, but sometimes it's not so simple. A matter like this could have repercussions in areas that other councilors oversee. A little foresight and collaboration are good things. The idea is in the concept stages, so I, frankly, have no idea what it will look like yet." Her correction of the blond sailor's title earned no reply.

Rand turned to Darius, his tone easing up slightly. "As I said previously, I support this concept and appreciate that you understand there's work to be done to sort what exactly is entailed. I further appreciate the clarification of the vessels – details are important."

He sat back in his chair, considering something. "I agree with your assessment that Faldrass is a good location."

When Darius looked to Linca for support, he found the man smiling and nodding but only added a few brief words. "That fact was never in question. As I said when you wrote me in advance of the meeting, the proposal is one worthy of consideration. I've not heard anything here that counters that or any question of your intentions or character."

Additionally, Linca supported the sailor's claims regarding the Breachfang but added little more, not wishing to derail the meeting.

Darius looked to Shania, who also smiled, sensing he wanted her to say something. "I also think the idea has merit. However, until we know the specifics and what types of costs might be incurred, my involvement is limited. Once the details have been sorted, we can look at what funding might be needed."

The matter of the meeting brought Rand back into the conversation. "I agree a meeting of interested parties is warranted. That would include those from the Council, Elements – since there's a discussion of training - and Faldrass. We can get that scheduled." Nir'wei also showed interest in the meeting, which earned a nod from Rand as well.

Bao's use of the Calming Overcast ability had the desired effect, although some people were already relatively calm. He declined to speak on topics and instead spoke eloquently of the Forging and working together, but also touched on the need not to belittle others. Most of the councilors seemed to connect in one way or another with what he was saying, remaining silent to give him their utmost attention.

Once Bao had finished, Rand finally seemed to find his words, addressing all of the councilors and a firm voice. "I echo the sentiments of Chief Ranger Mednix and Councilor Bao. I've heard enough belittling to-trial, especially between people who are supposed to be working together. I frankly don't care what everyone's agenda is, what points they are trying to make, or whatever nonsense is bothering them, but when people depend on us to be professional and do our jobs, it starts there."

Finally, the matter of Egg came back around. Nominations were opened up, and Woe Morandi's name was tossed into the hat, followed by the man's insistence that he could not devote the time necessary to the position currently. Several surprised faces glanced over at Kura, but there were other scattered varying expressions. Brandel's dressing down of...well, almost everyone at the previous meeting would go down in legend. Still, the current gathering had its own unique flair, and Kura's nomination was certainly unexpected. And for a further twist, he seemed to decline the said opportunity.

Zana took the floor to state, matter-of-factly- what the situation was to Woe. Whether her words made him rethink his decision or not, they would soon find out.

Shania, normally unshakable, seemed at a loss of what to do. A nomination had been given and seconded, with several of the councilors publicly speaking in favor of the appointment. Still, while not saying outright that they declined the nomination, the person seemed unwilling to have their name considered. Best to get that sorted, and with that in mind, she leveled her gaze at Woe Morandi. "Mr. Morandi, you've been nominated for Egg. Do you accept the nomination? If so, we can vote. As Foreign Affairs has pointed out, it's time to decide."



Shania collected the votes from the previous round of voting, tallying them up and announced the results. "On the matter of population requirement for Council representation, the proposal has passed by a narrow margin."

He was, Doran realized, as he continued to listen to people speak, and as he continued to observe, still learning new things about the island that he had promised to protect and serve on a regular basis. He had not been intricately aware of the fact that a not insignificant number of the local teachers weren’t particularly well educated themselves, for example – he had been focused on university matters rather than on what happened before that.

When he heard Kura’s comments, he remarked in a calm tone of voice, glancing at Marcelle, as he did so, “Could Saoire not be asked to help us when it comes to teaching our teachers? Provided that the councilors under whose remit matters of education fall are willing”, he added – he had no interest in giving the impression that he was doing things that were not within his purvey. He was the Devout, and that was it.

Education – and a good education in particular – was fundamental in his opinion though.

When it came to matters of militias, taxation, or trade, or the economy in general, he remained largely quiet though. Those topics were of great importance as well, of course, but he was not familiar enough with them to speak about them confidently and give meaningful advice. For that reason, he considered it to be more prudent to watch, listen and learn – if he wished to serve the island, he needed to be aware of such things as well.

When the conversation moved to the matter of empty seats, and Leigh proposed a list of things they would like to see in an applicant, he inclined his head – he had noticed how she had glanced around, and wanted her to be aware of the fact that he thought her idea had merit.

“That is a good idea. Thank you”, he replied in a calm and sincere tone of voice when Linca suggested that he discuss the matter of the dead Immortals with Stan or Reza. He had been planning to visit Stan again anyway – he wanted to keep him updated as far as his progress in regard to Qylios’ task was concerned. The tunawa was intelligent and kind.

He committed the names of Liza’s sisters – Eva and Emma – to memory – he would try to investigate, provided that he had time and was permitted to – and noted that the infiltration of the Elements had been dealt with some relief before he spoke up again, “I did some research on the tunnels myself before and during the war against Slag’s Deep. One of the sources that I consulted suggested that the caves of Ishallr are, in fact, not randomly moving at all, but controlled somehow, by someone. There might be a pattern to the movement of the tunnels in general”, he stated.

The book that had mentioned the aforementioned idea had been written by a “Mrs. Violunne Guffone” which he had realized was one of Enri von Smooglenuff’s aliases later on. The same book had also said something about the tunnels under Scalvoris being the true home of the Pirate Lords. As he thought about it, it occurred to him that there might be a very easy to solve the mystery of the tunnels under Scalvoris and the disappearance of the Pirate Lords – by talking to Enri von Smooglenuff whose own cousin had been one of the Pirate Lords.

He decided not to share his thoughts in that regard with the Council for the time being though, as time was running short, and besides, Enri knowing more was just a theory at this point.

This Council meeting, he decided, was just as interesting as the last one. The Albarech asked that Woe Morandi stand for the seat of Egg only for Woe to promptly turn down the offer, mentioning some sort of personal crisis as the reason. It caused Doran to wonder. Unlike Zana he did not voice his thoughts in that regard, but he inclined his head when she mentioned Woe being able to arrange things. She did have a point in his opinion, but at the same time, he couldn’t help but wonder about convincing someone who seemed unwilling.

The matter of people not being listened to was brought up by her as well. He was, he had to admit, impressed by his former assistant, and maybe even slightly proud of her, until she wondered about Leigh being terminally stupid or deliberately deluding herself, at least. He was, as before, not shocked by the use of such language itself – it took more than that to shock him; he just didn’t consider it necessary. As other people had already commented on the language used within these meetings, he didn’t consider it necessary to add to it though. He simply furrowed his brow very lightly and continued to listen – it seemed as if people were giving his idea of a census serious consideration.

“Thank you, Councilor Bao”, he spoke when the little cadouri spoke of Slag’s Deep and how they had worked together back then and offered him a smile. The Councilor of Welfare did not speak as much as some of the other councilors, but when he did, his words carried weight. “Scalvoris, and perhaps the entire world on top of it, were saved back then because we worked together. The people in the Glass Temple and the Albarech worked together, and the three groups worked together. Our home was only saved because all of us, because all of the people of Scalvoris were united. I’d like us to think back on that. As Councilor Bao said, we are at our strongest when we work together.”

“As for Councilor’ Nirwei’s idea”,
he continued in a polite and professional tone of voice and glanced at the Councilor of Natural Affairs for a few moments. “I thank you for explaining why you wish to keep it private. I’d be interested in learning more about it during a private meeting sometime”, he added, in order to let him know that he had not simply criticized his statement, but that his interest was in fact genuine.

“And I agree with you. It is impossible to discuss every single proposal in public. I do hope that the people of Scalvoris will have faith in this Council regardless”, he added and let his gaze sweep across the people gathered in the room for a moment before he looked straight ahead again.

Having said that, he fell silent once more, only inclining his head when he heard Rand’s words. He was already very calm, and he had not been angry, but only very lightly irritated, on occasion, so Bao’s use of Calming Overcast did not have much of an effect on him; he appreciated the cadouri’s explaining what he had done and his apology though – not everybody in this room might appreciate having a blessing ability used on them, even though it had happened for a good reason.

Bao, he decided, was a kind and noble soul.

When Shania asked Woe if he accepted the nomination, he looked at the other Mortalborn for a moment, waiting to see how he would react and if he would change his mind. He couldn’t help but wonder what would happen if he said no, and what would happen if the majority of the Councilors voted against him, in spite of the fact that the Albarech wanted him as Egg. It would without a doubt have an effect on how the Albarech was perceived.

That was something that irritated him very slightly about holding a political office, he had to admit. It was never just about making a decision and trying to do what was best for the island; public perception played a part.

The council meetings were a meandering labyrinth of public and private interests, egos, and even spirits, some hidden others less so. Breen called out to Woe from the Beneath, with a whining howl, feeling his master's sense of conflict, not wanting to accept the nomination for fear of being burned again, yet also wanting to give the Council a chance to get it right again. In the end, it wouldn't make a difference if he denied the nomination. The result would be the same as if the vote had gone against him, only it'd be just his vote going against him in that case. So Woe chose to err on the side of action.

To Zana, he only informed, "I had hoped to inform the council, in case my potential preoccupations and the consequences thereof might affect their judgment, but if that's not an issue, given my presence here and now, then so be it."

"I'll accept the nomination." He said. That was it, there was nothing else needed, and no other mitigating circumstances or caveats or conditions.

Breen called from the Beneath, Master...

Not now, Breen.

There would be time to consult the diri of Sorrow and lick the wounds of his bruised ego later. He sat down again, waiting for the council's decision whether yay or nay, not harboring much in the way of high expectations for their judgment, given prior lapses. He was still confident that he could get enough done without them. With them, however, he could accomplish so much more.

The situation in the Council Hall wasn’t quite as bad as the tarp/equipment table incident at Smooglenuff Manor, but the feeling of pointless discord and mistrust was similar enough to make the Chief Ranger uneasy. He sensed some of the aids and gimmicks, the spirits and powers that people were reaching for who were supposed to be simply talking. This Oram decided, the distressing and disappointing absence of confidence and understanding now on such sad display was an important reason that councilors definitely needed to confer regularly between these public meetings.

It appeared, Zana’s skepticism notwithstanding, that the Council was generally behind the idea of survey the communities in the island to determine which ones should have representation. Oram was relieved and gratified by this, even though it would mean considerably more work for him in the near future. Fortunately, people seemed to recognize that the process of identifying such communities would take some time. He had spoken too soon about getting a report by next cycle, he realized, so it would be important to manage expectations, even though he had been perfectly serious about moving on this project quickly.

The Council also seemed to recognize the value of trying once more to get Woe Morandi to take over as Egg from the perpetually absent Liza. ”Even with the preoccupations Mr. Morandi mentions,” Oram would observe when his time came to speak, ”he has attended the last two Council Meetings. That is more than anyone can say for his predecessor lately.”

Doran’s revelations about the tunnels under Ishallr were unexpected and interesting; Oram perked up and took note. Another strange and potentially important thing to explore; however, he already had other such items on his to-do list, and this one, while significant, was not obviously more urgent than the others. He would keep an eye on the situation and an ear to the ground for now. He would also mention it to the Rangers, albeit more as a “someday maybe soon” project than as an imminent action.

The education outreach thing sounded like a good idea in principle, but he would leave the particulars to others.

Darius inclined his head to her and Zana smiled graciously at him. He was happy with the idea of a meeting and she nodded at his words. That she would arrange a meeting with him, Mr Morandi and others if they wished it was without question for her. It was a first step, after all.

Oram spoke then, and he suggested that they be more polite. Zana looked at him with a piercing gaze and considered his words. This was important, she knew, and she nodded her head. "I understand entirely the point you are making," she said and turned to Leigh. "My apologies," she said. The words were not words which Zana used often - and she never meant them - but she understood that this was a chance. A chance for her to be the better person, to be the one who was remembered for being passionate and determined and then, for apologising when needed. Because impressions were important, and she understood that on a fundamental level.

His next words, and his suggestions, solidified Zana's opinions of Oram and she kept a neutral expression on her face as she made sure to be listening. Bao then added to it, and he too gave a plea for people to be nice and calm. She nodded her head at his words and smiled at him. "Thank you, for those words. You are very wise," Zana said. She didn't know what to make of the cadouri. Did they have the same sorts of desires and concerns as others? She really wasn't sure. Still, there was a sense of calm about the place and she felt it was a good thing.

Then, the Hobo for Natural Affairs tried to act like a reasonable semblance of a person and Zana simply watched him. He tried to justify his yammering about secrecy in the Council meeting, about meetings to arrange protocol for the whole council between him and a representative for an area of Scalvoris (not even someone with an over arching responsibility) and he did so in the obvious hope that if he managed to string together sentences, people would be so pleased with him no longer swearing that they'd forget that he was obviously completely out of his depth. He couldn't quite manage to understand her point, but Zana was more or less at the realisation that he was more to be pitied than blamed, and so she did not respond to his yipping. "Obviously, this is my first meeting and I am newly elected," she said to the Hobo. "So, perhaps I misunderstand. My bottom line is that I would respectfully request that, if there is something which is going to impact either the area of the Council which I have responsibility for - or my functioning within the Council meetings - that I should would like to be involved or at least invited. I'm sure that's a courtesy which we can all afford each other, don't you think?"

Shania at least answered her question and, coupled with Oram's statement, Zana nodded. "I understand. Thank you." That allowed her to address Linca's question "I think that's a very good point," she said softly. "But having a representative doesn't solve it either, does it? Because if people are so remote that they don't know the Council exists, or are missing other vital information, then we face a question of how to get all the information needed to them. Which requires us to identify what the bare minimum is that we wish people to know. Maybe a peripatetic representative for the rurally remote would be in order? Someone whose job it was to travel Scalvoris, finding and informing those who are not in populated areas or who are too remote from them?" She smiled at Linca. "It seems to me that this might be a consideration. There is a lot of wilderness, for want of a better word, in Scalvoris, and people undoubtedly make their homes there, or are travellers. A Home Affairs representative seems sensible to me." She shrugged slightly and added. "But, as I have said, I am new and do not perhaps fully grasp the complexity."

And then Leigh spoke up again. Zana resisted the urge to smile because the woman was playing directly into her hands. Zana had irritated her, she had no doubt, and now Leigh was continuing on - continuing to attempt to justify her foolishness. She considered, very briefly, how to respond and in the end she kept it simple. "I was referring to people feeling unheard, to my perception that they were." Leigh could take that on board, or not. "And I would join Council Member Bao in apologising to anyone who has felt that way." Unlike Leigh. Leigh had not apologised, had not paid heed to the idea that people were feeling unheard and had, in fact, just steamrollered over that notion. She had, ironically, not listened at all.

When Rand said that they needed to discuss and collaborate, Zana beamed at him. Miserable sod, she thought. "Indeed! I am very happy to collaborate and to keep everyone informed of any aspect which I am involved in. I believe it's entirely the way forward." In terms of the meeting, she nodded. "Since foreign ships may well need to be informed, I would appreciate being involved." She thought everyone knew that, but just in case, it was worth to be clear and spell it out, she thought. Especially here.

Woe accepted the nomination, she smiled in obvious pleasure as he did and she nodded to him. So, when it came time to do so, she cast her vote, handing over the piece of paper and speaking as she did. "I vote yes, that Mr Morandi should be given the role of Egg," she said. She would speak every vote she made, Zana determined. It would be seen well, and she would be perceived as honest and truthful. That would help if she had to lie to people. Building trust was important, so that was what she did here. So she sat and gently crossed her legs, one knee over the other and she spoke with a gentle and friendly tone.

"I have no more issues to raise. Thank you for your understanding, each of you, of my newness to this role and for your patience and grace. I look forward to working with you for the betterment of Scalvoris."

And, of course, for the betterment of Zana Delroth. That one, first and foremost. The rest of them could live forever or die right now and she really, genuinely, wouldn't mind.
