San Saintivelle
Born with the ideal that Rynmere should maintain a strong culture and consensus throughout every Duchy, and that ideological and cultural threats to the Kingdom should be silenced, censored or annihilated, the group has been left under the charge of House Venora by the authority of the Rynmere establishment since their founding. In this time, they have made great strides, and have become internationally renowned as one of the greatest intelligence agencies in the Northern Realms.
History
As a result of the empowerment of other Duchies through the ongoing building of additional settlements and villages, the Crown lacked centralized power and authority over the majority of the Kingdom. As such, the King of Rynmere at the time had been entirely incapable of containing the situation within his territories, making few unanswered royal decrees and sending strongly worded letters in requests for peace, though never receiving the desired reply. In response, Renley, the Duke of Venora, made a proposal to the King of Andaris.
He stated that in exchange for the necessary wealth and the loyalties of the spies and chancellors working beneath the Crown, he would formalize a group of operatives meant not for making false claims of land and assassinating rival leaders, but the opposite. The Saintivelle were formed with the intention of counter-espionage, bound by the ideal of maintaining a stable and unified Rynmere. They would kill the prominence of dangerous trends throughout the Kingdom, one-by-one, gaining the reputation as ideological "subverters", though only of beliefs that would harm national unity.
Their progress was quick, and within several arcs, much of the internal border and resource disputes had been minimized or abolished altogether. Much of this came with the publishing of a map of Rynmere's inter-provincial borders, as well as a balancing system of resources and the formalizing of pending trade deals that would ultimately benefit the whole of the Kingdom.
The part that the Saintivelle played in this matter was a part they have always played, from this time and beyond - that of popularizing these ideas to the public, spreading information beneficial to the Crown (or Venora's) imperative, and reminding the Dukes and Lords of their humanity and reliance on the crown. Considering their importance in maintaining civil harmony within Rynmere, they are given royal protection, in that no one can lawfully command their execution even if they are discovered as agents of espionage. Conversely, they are free to kill spies from other organizations or employ, and have done so frequently since their founding.
In essence, the Saintivelle is the state-sponsored national intelligence agency. However, of late, one can find that their loyalty to the Crown has been . . . wavering.
