Flavour NPCs are just that - NPCs who are there for the story, to give some flavour to the story. The rules are very simple.
Rules / Restrictions
- Briefly appear / are not major story points for more than a few threads. If they are, then they should become personal or city NPCs
- They have no more than 30 XP spread across no more than 2 skills
- Neither of those skills can be Domain Magic
Approval
